The Flame Tower, which is located opposite to the parliament building (in place of the former hotel "Moscow"),  symbolizes the eternal flame of Azerbaijan - the country's lights. Three high-rise buildings - up to 39 stories tall - will overlook the Caspian Sea and support hotel, residential and office facilities”.
