“The latest events in Baku cannot be explained as strain of criminogenic situation. All of these events were caused by different factors. These crimes were not committed by a concrete group and are not organized crimes.”
Chief of Main Police Department of Baku (MPDB), lieutenant-general Maharram Aliyev told in his exclusive interview to APA.
According to him, investigation-operation group has been formed in connection of each of the events M.Aliyev said of the murdering of a person called Mansur Mansurov by two masked persons in Nizami district on 21 December to be likely to have been ordered: “We have some information on the past of the murdered person. This person committed crime while he lived in Russia and was in prison for many years for this. He seems to have link with a criminal group .We have achieved revealing some persons having connection with this murder. The investigation of some things taken from the flat in which the murder was committed was effective. If the facts we got are proved we can say concretely that this crime has been revealed”.
M.Aliyev said of the murder committed in Binagadi district to have different motivations. According to the chief the murdered person is supposed to have been engaged in business and the cause of the crime was due to this: ”The investigation is underway in this direction and I don’t want to inform some issues due to investigation secret”.
Chief of MPDB gave information on the skirmish happened in front of Turkish Embassy several days ago. M.Aliyev said that the crime is going to be revealed: “The suspect hides at present. The sufferers know that person. It is informed that, the sufferer took the waistcoat of the committer of the crime and didn’t want to give it back. However we cannot say anything concretely without having investigating the case”.
M.Aliyev stated that the statements in the media on the committers of the event to belong to some rich class seem to be real. The chairman of MPDB said that they review this version too: ”We must base on a fact while saying opinion on somebody. The statements written in the press are closer to reality to a certain extent. However, we are lawyers so we cannot express any opinion on unproved facts. We are obliged to protect every citizen’s right, as well as criminals’ rights”.
M.Aliyev called the opinions on plundering of “Prestige” jewelry stores that is reported to be owned by his brother Adil Aliyev nonsense. The chief said that, such event didn’t happen in Baku at all: “My brother doesn’t own any exchange station and he is not engaged in entrepreneurship activity in anywhere. This information is written on purpose. The newspaper publishing this information should apologize to Adil Aliyev. They would better not to mention my name often. As you know, they write that Adil Aliyev is chief of Main police Department of Baku Maharram Aliyev’s brother. What is their objective? I told once that my brother struggled and won the election on Constituency #20”.
M.Aliyev also touched on the latest opposition rally. He stated that, the opposition has already got tired:”I observed their latest rally myself. There were only 20-30 people. The people realized that the rally policy of the opposition is pointless. The people are fed-up with their rallies and therefore they missed their latest meeting. The opposition leaders also missed the rally. The trouble of the opposition is that those having higher opinion on themselves never succeed. They let the elderly, women and children go ahead and hide themselves. The urgent problem of Azerbaijan is Garabagh problem at present. It is possible to tolerate other problems somehow. All must be in the same opinion concerning the resolution of the Nagorno Karabakh problem”.
M.Aliyev also expressed opinion on the statements written in the media on his been appointed Minister for Emergencies:”Rumors on my appointment to this position have been spread since the issue on establishment of this ministry appeared. Every issue is solved by the state head and his opinion is major one. Ilham Aliyev will appoint someone to some position. I am charged with chief of city police today. I may be appointed to another position or dismissed the next day”.
