The lack of a Muslim state on the UN Security Council is a source of regret, Iranian Foreign Minister Manouchehr Mottaki said.

"There are over one billion Muslims in the world. I am sorry that they do not have a representative among the permanent members of the UN Security Council," he told a news conference in Baku, Interfax-Azerbaijan reports.

Many countries want the United Nations and the Security Council structure to be reformed and made more democratic, he said.

"We believe that the Security Council should operate on a fair basis amid an atmosphere of mutual confidence acting to guarantee the security of all states. If the Security Council makes any unfair decisions, that does not serve to improve its image," Mottaki said.
