The co-chairmen of the OSCE Minsk Group on Nagorno Karabakh believe it is time for the Azeri and Armenian leaders to take the initiative towards achieving a breakthrough in the Nagorno Karabakh settlement, says a statement circulated by the French embassy in Azerbaijan.

The Minsk Group's co-chairmen voiced their readiness to organize a new meeting between the sides, it says.

According to Interfaxm the statement followed speculation about the OSCE-proposed principles of settling the conflict.

On June 22, the co-chairmen reported the results of talks between the conflicting parties, both at a top and ministerial level as well as the co-chairmen's visits to the conflict zone over the past several months, to the OSCE Permanent Council.

"As a result, the co-chairmen offered Presidents Aliyev and Kocharian a package of just and balanced principles that would enable the sides to draft a long-term peace treaty," the statement says.

"Regrettably, during their last meeting in Bucharest, the two presidents failed to agree to these principles. The co-chairmen are convinced that proposals worked out over the past two years of negotiations offer the potential for a just and long-term solution to the problem," the document says.
