Interior Ministry Interior Investigations Department completed the investigation into the mysterious death of Garabagh war veteran Rasim Alishov in the administrative building of Mingechevir city police department July 25, this year.
As APA reports, official investigation was over August 3. Interior Minister Ramil Usubov issued an order on the basis of the investigation group's conclusion. According to this order, Mingechevir police department chief Ilgar Abbasov was dismissed for roughly violating the regulations of procedural law. The department chief illegally detained Garabagh war veteran Rasim Alishov in his cabinet and caused his death as a result of illegal behavior. The crime investigation department officer Elchin Musayev was also dismissed for providing an opportunity for Rasim Alishov's illegal detention in the police office. Three more police officers received severe reprimands as well. The conclusion reached by the investigation group will be submitted to the city Prosecutor's Office. It has launched a criminal case under article 309.2 (exceeding powers) regarding the incident.
