The European parliament has adopted a resolution "More effective policy of the European Union regarding the South Caucasus: from promises to actions".

According to the department of press and information under the Armenian Foreign Ministry, a number of points of the resolutions refer to Nagorno Garabagh conflict and situation in Armenia.

"The resolution welcomes the successful process of democratic reforms in Armenia and effective execution of the Armenia-EC  plan of actions in the frames of the policy of new neighborhood.

Notably, the European parliament stresses that the May Parliamentary elections of Armenia in 2007  were held in compliance with international standards and urges to ensure the same level during presidential elections of February 19.

The resolution also states that the peaceful settlement of the Garabagh problem is necessary for the stability of the European neighborhood and economic and social development of the South Caucasus.

In line with the document, the gaps between the principles of national self-determination and territorial integrity hamper the settlement of conflicts in the South Caucasus. At the same time, it is noted that these problems must be solved only peacefully.

The resolution also touches upon the construction of the Baku-Tbilisi-Kars (Turkey) railway line bypassing Armenia. In particular, it is noted that the railway line bypasses the existent railroad between Armenia and Turkey, which is ready for operation.

The document also contains appeal to the South Caucasus countries and Turkey to hold policy of regional integration and avoid energy and transport projects, which have no future and are policitally substantiated and violate the principles of the EC policy of new neighborhood.

The resolution of the European Parliament urges Turkey to put seriour and intensive efforts to settle problematic issues with its neighbors, in compliance with international standards.

The European Parliament also urges the Council of Europe and the European Commission along with the leadership of Armenia and Turkey to join the settlement of the problem of  the Armenian-Turkey border opening.
