Head of the Venice Commission Gianni Buquicchio advises the Georgian government to keep the power balance.

Mr. Buquicchio assumes the accountability of the executive government to the parliament should be increased; the local self-government should be strengthened; the court should become more independent; and the constitutional amendments should become acceptable for all political forces.

"The constitution, adopted since the Rose Revolution, has less balance between the governmental branches. I admit you need a strict control in state policy, though now this policy needs to be softened, and distribution of power is necessary. Balance should be kept between executive, legislative and judicial branches. Rights of the President should be limited, while those of the Parliament should be increased at its expense. The Constitution needs amendments," Buquicchio said at a press-conference.

The Venice Commission will make an official report on the constitutional amendments in spring.

The Venice Commission delegation arrived in Tbilisi on Feb. 3.

The delegation has already met with the Georgian President.

A meeting with Parliament Chairman Davit Bakradze is scheduled for Feb. 4.
