The president signed this decree considering the appeals of prisoners, their families, law enforcement bodies and Ombudsman and taking into account prisoners' health, families, etc.

Over 101 prisoners have been pardoned. Under the decree lifer Kerimov Keramet's imprisonment has been reduced by 25 years.
