The Commission on Pardon under the President of Azerbaijan does not hold meeting as the implementation of the Amnesty Act has not finished.
"Unless the implementation of the Amnesty Act, we will not consider the appeals of convicted for pardon," MP Elmira Akhundova, member of the Commission on Pardon, told Trend News on May 21.
The Azerbaijani Parliament adopted the Amnesty Act in connection with the Novruz Holiday, which was presented to Parliament by the First Lady of Azerbaijan, President of the Heydar Aliyev Foundation, Goodwill Ambassador to UNESCO and ISESCO Mehriban Aliyeva. The Act envisages 1,700 convicted.
Since 1994, 45 decrees on amnesty have released 4,858 prisoners. Of the decrees, 13 were signed by Ilham Aliyev, 32 by the National Leader Heydar Aliyev. Up to now, eight Amnesty Acts have been adopted, which were applied to approximately 40,000 convicts.
"Therefore, to prepare a new list of pardoning, the Amnesty Act should be fully implemented," said the MP.
Unless the implementation of the Amnesty Act, it is impossible to talk about signing a new decree on amnesty, said Akhundov.
"At least half of the prisoners, who appealed to me, were freed in accordance with this act. The Pardon Section of the Commission, together with the Penal Service of the Ministry of Justice, will clarify the list of convicts who are available amnesty, and after that, we will proceed to discuss the new appeals," said the member of Commission.
She said that the process of implementation of the Amnesty Act will end in mid-July.
