Azerbaijan’s Ministry of Education is preparing rules for controlling the new financing mechanism that will be applied in the higher schools from September, chief of the ministry’s economic department Shahrza Aliyev said.
According to him, earlier, the funds had been allocated from the state budget for the higher schools on separate articles. After the application of the new rules, for the first time, one fourth, or one fifth of the funds allocated for the higher school will be given with the total amount for the first-year students. From next year approximately 40-50%, in the following years 70-75% of the funds allocated from the state budget will be given with the total amount. The higher school will spend the funds independently under the decision of the Scientific Council.
Shahrza Aliyev said this extended the authority of the rectors. The department chief said the rules would be ready by the new academic year.
