The introduction of the Law on compulsory insurance on labor ability loss in production in Azerbaijan is the most important law in the country's transition economy, Parliamentary Social Policy Committee Deputy Head Hadi Rajabli said.
"Employers began hiring a large number of workers in the period of active development of the country's economy, private sector and liberalization of the economy, but failed to create an effective working environment," Rajabli said.
He said due to this a number of accidents occurred in the production, but employers did not pay compensation for the damages.
"There was no legal basis for punishment and increase the responsibility of such employers until now. This law is the best social protection," Rajabli said.
In July 2010, Azerbaijani President Ilham Aliyev approved the Law on compulsory insurance on labor ability loss in production.
According to the World Labor Organization, the accidents at work kill 2.3 million people each year worldwide, three times more people are injured.
In Azerbaijan, in 2007, there had been recorded 259 accidents, 128 facts of death, 202 facts of injury, in 2008 - 255 accidents, 79 deaths and 212 facts of injury, in 2009 - 250 accidents, 69 deaths and 218 injuries.
