Prisoners' social problems to solve

Recently the Public Association of Detention Places and Azerbaijan Regional Development Center held round table focused on "Prisoners' social problems and ways of their solution" at International Press Center.

Kamil Salimov, Chief of PA informed that Code of Administer Punishment regards socially useful work as one of the steps promoting to their correction.

According to him, prisoners' occupation with socially useful work is an important provision of implementation of their Constitutional rights one of which is the right to labor: "At the same time socially useful work is a main way for prisoner's living, particularly if he has juveniles, or disabled persons in charge, or if prisoner is the only supporting family. The valid legislation does not imply readaptation and employment of released people among who are disabled and invalid people.

Meanwhile, in legislation, the points regulating investment projects on occupation of people keeping in detention places and spurring them to work, need the serious amendments.

Monitoring held in detention places showed that despite the enough satisfactory economic activities in production field, and appropriate finance-logistics, and also prisoners' desire to work, no arrangements on this occasion are made.

However, we addressed to the Ministry of Economic Development, Minister of Labor & Population Social Protection, and head of the Baku executive power body, since there is no respond".

According to K. Salimov, the fact that prisoners do not employ, leads to growing of recidivist crime among them.

Chingiz Ismayilov, Chief of Regional Development Center said that prisoners' employment in detention places requires the equipment in accordance with standards: "To my view, in order to rehabilitate factories and plants in the territory of detention places, the complex programme entitled on Prisoners' Social Readaptation should be developed.

At the same time, it is necessity to make amendments to a number of laws and articles. To date, from 16,000 prisoners kept in detention places, just 5% are working and paying taxes. The amount of tax is so great that it does not make difference between them and unemployed prisoners. I consider that all these issues should be reviewed, and prisoners' problems should be regulated".
