Ali Insanov turns to be donor of the coup attempt

In August 2005 Yusifov and Insanov have met in a restaurant “Flagman” situated in Novchany village. During the conversation Insanov supported anti-state plans and promised to show the his full support.

While visiting St. Petersburg Yusifov called Guliev and informed him of Insanov being ready to cooperate and financially support the coup. Rasul Guliev entrusted Yusifov to take $100,000 from Insanov to be used for these purposes.

On the next day, October 14, Insanov passed through his relative – Health Minister’s executive manager Arzu Alekperov $100,000 to Yusifov. Fikret Yusifov acting according Guliev’s guidelines passed on $50,000 and another half left at his home.

During a search made in Yusifov’s house on October 16 there were withdrawn 10,000 euro and $60,000 where $50,000 belonged to Insanov.

On October 20, Ali Insanov was arrested. At the same time in the process of investigation in the Ministry of Health have been discovered facts of misappropriation and squandering, abuse of official powers and acceptance of bribes in large amounts while approval of licenses by the ex-minister of Health.

In relation with this there was arrested a head of the department of Pharmaceutics and Medical techniques of the Health Ministry Akif Magerramov.

During searches carried out in the house of Insanov and in his dacha [summer cottage] were discovered one million dollars, 884,000 euros, 25 kilograms of golden and covered with brilliants jewelry, golden bars, documents attesting ownership of numerous property, seventeen pictures of a high value.

In the house of Akif Magerramov there were discovered $1.217 million and in his working cabinet $8900.

Currently the investigation scrutinizing facts of corruption in the system of public health carries on.
