Azerbaijani and Russian Emergencies Ministries sign cooperation protocol

Russian Minister of Emergencies Sergei Shoygu is paying an official visit to Baku.

As APA reports, the visitor together with his Azerbaijani counterpart Kamaladdin Heydarov visited the tomb of the then President Heydar Aliyev on the Alley of Honor and the Martyrs' Alley first. Mr. Shoygu was received by head of state Ilham Aliyev.

The Emergencies Ministers of the two countries had talks at the Ministry and signed a protocol on further cooperation in the end of the meeting. In the briefing, Mr. Shoygu said the document contains complex plan of measures for next one year. This cooperation envisages training specialists, information exchange, purchasing of facilities and training specialists to use these facilities. Russian Minister added that this also includes firefighting helicopters.

According to the document, the number of Azerbaijani students studying in Russia's two academies, two universities, institutes and technical schools will be increased twice. Now twelve Azerbaijanis are studying this field in Russia. Soyghu said a professional rescuer should master at least 14 majors.

Russian Minister also said Russian specialists will arrive in Azerbaijan next week to support the establishment of emergency aviation in the country.

Azerbaijani and Russian Emergencies Ministries will start implementation of join pilot project in two or three weeks. The details of the project on purifying of oil fields will be agreed after this meeting and it will be carried out in the areas from Bilgah to the Airport.

Minister Heydarov said the newly established Emergencies Ministry of Azerbaijan is studying experiences of several countries, including that of Russia. He recalled his visits to several countries as well as to Russia for this purpose.

"This is my second meeting with Sergei Shoygu. The Russian Minister is accompanied by officials of a number of establishments and institutions on the visit," Mr.Heydarov said.

The Azerbaijani Minister also added that talks are being held with some states, including Russia for purchasing of emergency facilities.

Saying that Azerbaijan’s economy is in dynamic development, Heydarov said land and offshore oil extractions are being improved and this is very important from the aspect of avoiding man-made disasters, "However, we need to study different experiences and posses necessary facilities to be prepared to prevent disasters anyway."

Minister Heydarov said emergency facilities will be brought to Azerbaijan from Russia starting from the end of this year. He said facilities capable to fight fires and carry out rescue works in 63 meters height will be brought to Azerbaijan and added that freighters could not extinguish the recent fire broke out in the 17-storey empty building in the country.

"Fortunately, there were no people in the building. We take this matter very serious. We have set up an agency to control construction. There should be rescue teams or fire brigades around the building under construction. Or else the construction of buildings will be banned," Heydarov said.
