"I am not satisfied with the pre-election situation in Azerbaijan" said the co-rapporteur of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe (PACE), Estonian deputy Andres Herkel. The diplomat is concerned by the pre-election situation existing in Azerbaijan when there are only two weeks remaining to the elections.
Herkel mentioned that a report on elections will consists out of two parts: pre-election situation and events observed by observers at polling stations on the Election Day (correct composition of voters’ lists, cases of repeated voting and etc.).
"It is important to create equal conditions for all forces participating in the elections for the pre-election situation to be positive. In spite of recommendations we gave during our last visit, the freedom of assembly of the opposition has not been ensured", noted Herkel.
