As APA informs, Milli Majlis permanent commission for regional affairs held its sitting on Thursday. Annual report on control over activities of municipalities was presented in the sitting.
Mehdi Samadzade, chief of Justice Ministry Center for Municipalities said 2735 municipalities function in the country at present. As to him, protocols on law violations committed by heads of 80 local authorities were submitted to the court in 2005. Heads of 43 municipalities received official reprimand and the courts are investigating the cases on the rest:"The Center for Municipalities received about 1000 appeals. They are mainly about managing of municipality lands, former heads of municipalities keeping seals and stamps on themselves, misuse of allocations, illegalities committed by the municipality chiefs and wages of the municipality members. These appeals were investigated objectively."
Mr Salimzade also said that the Center received 572 appeals that require official control. According to him, as a result of the investigations, 28 municipality acts were annulled and 3 were substituted. In addition, local budgets were to pay financial shortage amounting 342 million manats that were found in 8 local authorities.
The investigation found out that, some local authorities committed serious financial violations. Thus, Imishli municipality committed financial violations amounting 762 mln manats, Sarkhanli municipality 275 mln manats, Kursanghi municipality of Salyan region 210 mln manats, Shanlik municipality of Aghjabedi region 173 mln manats, Ashagi Garamanli municipality of Neftchala region in the amount of 51 mln manats. Financial violations were in the total amount of 2.6bn manats (AzN 520000) in 2005.
The Commission members ratified making partial change to administrative-territorial division of Salyan region and working plan of the commission's spring session in 2006.
The discussions also focused on adoption of additions and amendments to some legislative acts related to application of the law on National Bank, and invalidating of parliament's decision #1004 dating to March 28, 1995 on measures for stabilizing monetary circulation in the republic. All the debated issues have been submitted to the parliament.
