Final protocol of repeat parliamentary elections to Constitutional Court

Azerbaijan's Central Election Commission (CEC) in today's sitting prepared the final protocol on the 13 May partial re-run of the parliamentary elections and sent to the Constitutional Court. CEC Secretary Natig Mammadov reported about the results of the elections.

Axxording to APA, he said in accordance with the article 71 of Electoral Code, CEC has investigated complaints during 20 days after the re-elections. Mr. Mammadov said that only four of 343 precincts, in which re-elections were conducted, committed irregularities in documenting. These are precinct election commission (PEC) #3 of Gadabay Constituency, PEC #103 of Zagatala Constituency #110 and PECs #10 and #37 of Aghdam village Constituency. The CEC decided to annul the results on these precincts.
CEC chairman Mazahir Panahov said the elections were democratic, called some negative cases in electoral process as trifle irregularities noting that these irregularities have been taken into account.

"You cannot find serious irregularities in these elections. The matter is the authorities demonstrated a strong political will in this issue. The international organizations used to mention executive powers' interventions in electoral process. There were no remarks regarding this issue this time," Mr.Panahov said. He thanked to all the institutions that assisted in conducting of the elections.

The CEC members signed the final protocol on the results of the elections in ten constituencies. The elected candidates are: Rafail Jabrayilov on Binagadi ConEC #9, Ahmad Valiyev on Surakhani ConEC 2 #31, Asef Hajiyev on Nizami (Ganja) ConEC #38, Majid Karimov ConEC on Sumgayit ConEC 2 #42, Baba Taghiyev on Sumgayit-Absheron ConEC #44, Fazail Ibrahimli on Jalilabad-Masalli-Bilasuvar ConEC #69, Rafig Mammadhasanov on Gadabay ConEC #103, Ilyas Ismayilov on Tovuz-Gazakh-Aghstafa- ConEC #106, Hikmat Atayev on Zagatala ConEC #110 and Bakhtiyar Sadigov on Aghdam village ConEC #119.

The Constitutional Court will express opinion on the CEC's final protocol by 13 June in accordance with the legislation.
