Kharrazi was tasked with setting up the council to assist in making major decisions and to seek new horizons in Iran's foreign relations.
Among other officials appointed to the council is Ali Akbar Velayati, Kharrazi's predecessor as Foreign Minister for 16 years and currently Khamenei's top international affairs aide.
Others in the council include Rear Admiral Ali Shamkhani, Iran's former Defence Minister; Mohammad Shariatmadari, Iran's former Commerce Minister; and Mohammad-Hossein Taromi.
They were appointed by the Supreme Leader to serve on the council for five-year terms.
