He told APA that current situation does not let parties and NGOs to use untraditional methods of struggle.
"That's why it is impossible to create expected organization," he noted.
He also said that new organization can act only in case if there is stimulatory factors and the situation in foreign countries change.
"There should be social opposition for normal and successful activity. People should have trust to stimulate this opposition. If Azerbaijani government needs opposition, the state should guarantee it. Otherwise, the opposition should stop its activities. Because I consider opposition's coming to the power absurd. Government-opposition relations are at the level of hostility. The opposition members are shunned society. The government tries the opposition to stay without support because this situation is suitable for it," he added.
