27 February 2007 [21:53] - TODAY.AZ
"I said that some measures should be taken for the returning of Azerbaijani internally displaced persons to Nagorno Karabakh, this process can not be carried out immediately," Russian co-chair of the OSCE Minsk Group Yuri Merzlyakov said commenting on the head of Azerbaijani community of Nagorno Karabakh Nizami Bahmanov's statement "Merzlyakov says that Azerbaijani and Armenian communities can not live together".

Yuri Merzlyakov told that IDPs can not return to their places as soon as the peace accord is signed. He mentioned that such a practice had bad results in the Balkans.

The diplomat considers if analogous step in Nagorno Karabakh may have tragic results.

"We do not want this and the sides should not want it either," he said.

Merzlyakov said that serious preparations should be done for IDPs' returning, infrastructure should be reconstructed.

"The people can not return to empty places," he said.

Russian co-chair noted that the principle of IDPs' returning to their places will be included into the peace agreement, but preparations should be made to implement it, APA reports.
