Annual report on municipalities was heard in Parliament.

Deputy Minister of Justice Vilayet Babayev presented report 2006. Chief of Milli Majlis commission for regional affairs Arif Rehimzade noted that some municipalities have not been provided with administrative buildings or received acts on land areas yet.

He stated that municipalities depend on executive powers and they cannot collect the bills within their authorities, APA reports.

Gudret Hesenguluyev said municipalities have no right to issue executive orders for lands in their authorities. He stated that reforms in administration should be continued and a state body should be established for municipalities or NGOs. He also proposed to increase the status of municipalities. The report was approved after the discussions.

The Parliament also approved law on horse-breeding, amendments to some legislative acts including President's protest to the law on gardening.
