Andres Herkel: "Appointment of a single rapporteur for political prisoners in South Caucasus countries will not promote resolution of all the problems"

"Azerbaijan should think to create productive pre-election conditions at present", Andres Herkel, PACE Monitoring Committee Co-rapporteur on Azerbaijan told APA Europe bureau exclusively.
He noted that the report on functioning of democratic institutions in Azerbaijan to be discussed today would cover political prisoners and freedom of speech in the country.

"There are several imprisoned journalists in Azerbaijan. We will touch upon Electoral Code and other laws. Unfortunately several recommendations of the Venice Commission have not been taken into account. I will estimate the issue after discussions to be held tomorrow", he said.

Andres Herkel added that appointment of a rapporteur on political prisoners in South Caucasian counties was not real.

"This is a deadlocked issue, because the situations are not equal in these countries. It is my opinion and we should determine in which countries exist political prisoners. Appointment of a single rapporteur for political prisoners in South Caucasus countries will not promote resolution of all the problems It is possible to seek other ways of solution and PACE Political Bureau will pass a final decision on it", he said.
