It is difficult to ban smoking in Azerbaijani public place: chairman of parliamentary committee

It is difficult to ban smoking in public places, chairman of the committee social policy of the Azerbaijani parliament said.
"Even if we approve the project in the parliament envisaging this ban, it will be impossible to realize it," chairman of the committee on social policy of the Milli Majlis Hadi Rajabli said.

The law restricting smoking in public places was approved in 40 U.S states, most of EU countries, Turkey and Baltic countries.

This law is planned to be approved in Russia, Ukraine and Kazakhstan.

Rajabli said that use of this law in Azerbaijan is rather hard and problematic.

'So, we have not included this issue in the agenda. We have bills envisaging ban for smoking in public places. But it does not mean that we will discuss these bills at autumn session of Milli Majlis," chairman of the committee said.

He said that public condemnation of this fact is the best way to prevent smoking in Azerbaijani public places.

"We would like this issue to be indicated in the bill. As to a fine, it can be imposed towards 1 of 1,000 people violating rules. We do not think that mass fines will promote ban of smoking in public places," Rajabli said.

Regarding delay to discuss the bill 'Traditions' in the parliament, Rajabli said that any bans are alien to our mentality.

"It is impossible to forbid loud music at weddings or refuse from solemn funeral ceremonies.

We can achieve success by promoting exemplary wedding traditions," chairman of the commission said.   

Rajabli said that these projects are not expected to be discussed at autumn session as it is impossible to achieve success by approving these bills and charging official agencies with their realization.
