Day.Az interview with senior official of the Azerbaijan State Town-Planning and Architecture Committee Jahangir Gojayev.
Day.Az: When general plan of development for Baku will be ready? Jahangir Gojayev: Only its concept will be ready in the next two or three years. This is a very time consuming and lengthy process. First, we need to decide in what direction Baku will develop – northwards, eastwards or in south-west direction. Data on various components, for example, population, transport and industry is being collected and analyzed.
The plan will cover the years 2010-2035.
Q: But residents of the capital would not be happy to fundamental changes in the central part of the city which houses many unique historical buildings...A: The general plan will mainly focus on preserving historic appearance and spiritual heritage of Baku. But at the same time an environment must be created to enable people to live normal lives.
The main task of the general plan will be the most efficient use of available land for needs of the city.
We can not leave low-rise buildings in many places in Baku without attention. One-storey houses and villas in the heart of the capital is a great trouble for the future of Baku. This does not mean that they will be demolished, although the general plan will still provide demolition of low-rise buildings. Basically, they will be old and uncomfortable homes. High-rise buildings will replace them, planting and landscaping will be carried out in nearby territories. The general plan will help change shape of the city and to give it a modern appearance.
Q: The State Committee has prepared a draft proposal to improve construction standards in Azerbaijan. When the document will come into force?A: The document has been submitted to the Cabinet of Ministers. Changes include bringing the building standards in line with modern requirements. The package of proposals also include a number of paragraphs concerning seismic indicators.
