Azerbaijan's Prosecutor General's Office calls universities to increase security measures

Azerbaijani Education Ministry has received a letter signed by Deputy Prosecutor General Rustam Usubov regarding the results of the investigation into the criminal case opened over an armed attack on the Azerbaijan State Oil Academy (ASOA), Minister of Education Misir Mardanov said today.

A gunman Farda Gadirov attacked students of the Azerbaijan State Oil Academy on April 30, 2009 killing 12 and wounding 13.

4 people were arrested on the criminal case. After completion of the investigation a criminal case was sent for consideration to the court. After receipt of this letter all heads of universities were instructed to review issues of security of data educational institutions, Mardanov told journalists.

Due to the fact that security was not organized in the second building of the university, where the accident occurred, and student cards and identification cards of persons entering the building have not been tested, the criminals were able to freely enter the building and examine the location of the entrance and exit from the building, the letter said.

The investigation found that the exit on the ground floors, envisaged for use in emergency situations, was blocked with lattice door, as a result of which students and teachers were unable to use it and leave the building.

Given these facts, the General Prosecutor' Office made recommendations for the organization of security of educational institutions, compliance with the laws of the rules of entry and exit in these buildings, installation of warning devices in order to be able to leave the building during emergencies and other security systems, ensure emergency exits in the buildings.
