Azerbaijani Education Minister Misir Mardanov believes protection of all educational institutions by the law- enforcement agencies is unrealistic.
"Azerbaijan has more than 7,000 education institutions. Providing security to all of these institutions by the law enforcement agencies is far from reality. This requires huge funds. However, universities can organize and arrange protection through its own funds," Mardanov said.
Mardanov said the answer to the General Prosecutor's Office's letter with the recommendations in connection with the organization of security will be sent within a month.
Earlier, the Azerbaijani Education Ministry received a letter signed by Deputy Prosecutor General Rustam Usubov regarding the results of the investigation of the criminal case opened in connection with an armed attack on the Azerbaijan State Oil Academy (ASOA).
Gunman Farda Gadirov attacked the Azerbaijan State Oil Academy Apr. 30. Gadirov entered the Azerbaijan State Oil Academy in Baku and going up to the 5th floor, killed 12 and wounded 13 people.
Four people were arrested on the criminal case. After completion of the investigation a criminal case was sent for consideration to the court.
After receipt of this letter all heads of universities were instructed to review issues of security of the educational institutions, Mardanov told journalists.
Due to the fact that security was not organized in the second building of the university, where the accident occurred, and student cards and identification cards of persons entering the building have not been checked, the criminals were able to freely enter the building and examine the location of the entrance and exit from the building, the letter says.
