Statistics of adoption of Azerbaijani children by foreigners announced

Two juveniles have been adopted by foreign citizens since early 2010, the Intercountry Adoption Department of the Azerbaijani State Committee for Family, Women and Children Affairs said. The adoptive parents, who are originally from Azerbaijan, adopted two boys - their close relatives.

Azerbaijani State Committee for Family, Women and Children Affairs issues permission for the adoption of the children-Azerbaijani citizens by foreigners or stateless persons. The Committee issued permission for the adoption of five children, including three boys and two girls, for the adoption by foreigners and stateless persons in 2009.

The department reported that most appeals on the adoptions are received from the American citizens. However, based on the statistics of 2009, the children were mainly given to the adoption to European citizens. Appeals were received from France, England, Switzerland and Italy.

The transfer of a child for adoption to the foreign country is more labor-intensive process, than a similar procedure in the country. If the applicant submits the relevant documents in accordance with the legislation, the process takes five to six months. Otherwise, it may take up to 10 or 12 months.

The department reported that children given to the adoption to foreign citizens mainly affected by various diseases. There were children suffering from traumatic brain injury, congenital face defects and other diseases. Treatment of such diseases requires significant expenses, in connection with which local citizens refuse to adopt these children. But, foreign nationals have no difficulties to cure these children. Under the legislation, the intercountry adoption is free.

Based on the Article 350 of the Civil Procedure Code, the courts set certain requirements for further care of the child in the transfer of children to adoptive parents. The family adopting a child, at the request of the Committee, represents report on the life and conditions in which the child resides, its development, education and etc. to the State Committee every six months within three years.

The report should reflect photos, videos about the lifestyle of children, as well as certificates issued by the authorities about their health.

To date, there were no problems with the failure of parental duty by the adoptive parents. If such incidents occur, the committee has the right to raise the issue of deprivation of parental rights.
