Municipal secondary schools to be established in Azerbaijan

In accordance with the Model Regulations of Comprehensive School, along with the state and private schools, municipal schools can be established in Azerbaijan.

Senior advisor at the Education Ministry Ehliyet Adigozelov told APA that municipalities would apply to the Education Ministry for establishing municipal schools. The Ministry will analyze the related issues and pass a decision. Municipal schools will function directly under municipalities. Municipalities will participate in financing, solving certain problems in the management. There will be no difference between the certificate of municipal school and comprehensive school.

Adigozelov said the regulations empower the school to offer paid educational services to the individuals and legal entities, receive donations from individuals and legal entities.

“Any legal entity, or individual can make donations, there is no limit here. But of course, the aids banned in the legislation can not be offered to school,” he said.

The ministry’s representative said the funds gained at the cost of donations and aids would not influence the funds allocated by the budget. The schools will be free to use the extra funds. Compulsory Education Fund will be established in every school to legalize the aids. The Ministry will prepare legal-normative document for establishment of this fund. According to this document, extra expenditures and endowments entering the school will be gathered in this fund. Spending directions and ways of spending of allocation will be regulated by legal-normative document”.

Adigozelov added that school leadership would also make report on spending of extra expenditures. This work will be controlled by Parent-Teacher Association, at the same time by Ministry of education: “Regulations show that school will spend the allocation freely. But this control will be realized for prevention of any falsification”.

To the specialist, new regulations prohibit establishment of political parties and religious organizations at secondary schools. Adigozelov thinks that in general, this regulations is very different from the former one: “The former regulations were not generally considered as regulations, it was called as “Model rules of secondary schools”.

Schools’ regulations were prepared in accordance with this regulations. But new document is a Model Regulations of Comprehensive School and is concerned to all schools functioning in the republic. Each school will prepare its regulations accordingly with this document. Note that the Cabinet of Ministers ratified “Model Regulations of Comprehensive School” on January 14.
