Elmar Mammadyarov: "Azerbaijanis returning to Nagorno Karabakh should be provided first of all"

The Minister said Azerbaijanis' returning to Nagorno Karabakh should be provided first of all in order to achieve an improvement in the negotiating process. After that, the population of Nagorno Karabakh can participate in the referendum in a normal environment, APA reports.

"The matter is returning of the internally displaced persons to their native lands cannot be provided simultaneously with the determination of Nagorno Karabakh status. Thus, since a referendum for the status is held, all Nagorno Garabagh population should participate in it. As a matter of fact, Armenians are not the only population of Nagorno Karabakh. Many Azerbaijanis have lived there. Azerbaijanis also comprise Nagorno Karabakh's population. So, this fact cannot possibly be underestimated," the Azerbaijani Foreign Minister underlined.
