"There are several versions of Armenian Foreign Minister Oskanian's refusal from a meeting with Elmar Mammadyarov. First, a conscious step wich leads up to the situation when Mr. Oskanian, as he hopes, will dictate his terms. This will not happen.
Second version - this statement has been made to satisfy different political forces inside Armenia.
Third variant - weakness of its own position and attempt to resort to political demarche as the last method to change situation.
All these three variants can be see with unaided eye.
But for me one thing is absolutely clear - expediency of Azeri and Armenian Foreign Ministers' meetings is determined by OSCE MG Co-Chairs. If Mr. Oskanian decided to take it upon himself I would advise him to inform about it OSCE first.
Armenian side hopes that international community will agree with status quo and accept it as a variant for protracted conflict.
Certainly, Armenian's dream will not come true. And it's particularly very unpleasant for them that the UN, organization previously adopted four resolutions demanding immediate withdrawal of occupation forces from occupied territories, returns to this issue again.
In my opinion, all these are the reasons for obscure and peremptory statements of Armenian side.
I don't think that Armenia will leave negotiations process. It will be very hard for them to explain it to international community as long as Armenia assumed obligations demanding implementation of constructive policy towards restoration of stability and security in region of South Caucasus.
If the sides and OSCE MG Co-Chairs will come to a conclusion that all possible resources for peaceful settlment of the conflict are exhausted, Azerbaijan will have to resort to different ways of returning the occupied territories.
At least, Azerbaijan is clear in its mind not to resort to the non-diplomatic and nonpriority decision yet."
