The Program had bee developed by ILO in collaboration with its partners including representatives of the Azerbaijani government, employers and workers. Primary goal of the Program is to ensure employment of population. Despite the considerable growth in GDP, Azerbaijan still faces serious problems in this field. In 2003, President Ilham Aliyev set the big task to create 600 thousand jobs in five years. Until now, 475 thousand jobs have already been created, half of which are permanent.
Because youth is the most vulnerable group, which makes up two-third of the population and 61 percent of jobless, three years ago Azerbaijan became the 19th country to join the Youth Employment Network co-organized by UN, World Bank and ILO.
In accordance with the new Program, ILO will assist in creation of a comprehensive labor database, and development of the decent work indicator system. It will also introduce its "Start and Improve Your Business Program" in Azerbaijan to promote development of entrepreneurship in the country, and help with improvement of national labor protection system.
Azerbaijan has become the first country in the Eastern Europe and Central Asia, where the Program of decent work has been developed. AzerTAg
