Day.Az interview with honored constructor of Azerbaijan Emil Akhundov.
- How would you comment on the incident at Elmler Akademiyasi station, when people were trapped in the result of an upper cover, where workers were storing stones and construction wastes?- Unfortunately, all norms and rules of construction are completely ignored in Baku while building or reconstructing any establishments.
We have already witnessed appearance of information in mass medias about casualties among the Azerbaijani citizens, who were so unlucky to be passing by any construction objects from where the wood boards with nails, stone pieces and other parts of construction works were falling down.
But I am sure that mass media is informed about only a part of the real scales of the nightmare of our life. Unfortunately, this is because the construction works in our country are often held without any project estimates documentation.
In this case, I have doubts about the provision of security of passengers of the Elmlyar Akademiyasi metro station while holding repair at the entrance to this station, for in line with safety rules, while holding repair, it was necessary to create safe corridors of movement for passengers, entering and going out of the station.
Especially, it was necessary to set a strong shed which would be safe for citizens to pass under it. Moreover, boards inscribed: "Caution! Repair works are held!" should be set, controllers responsible for security of passenger flow should stand there and movement should be stopped while holding dangerous repair works.
It seems to me that in this case there was not any project estimate documentations, regulating the process of repair works and this was merely the formalism while holding these works, which posed a threat of our citizens.
- Was it reasonable to hold repair works at the exit of the metro station, staking lives of tens of thousands of Baku residents?- As for the need for repair works, I do not think the activity of the metro station should have been stopped for a long time, except for a two or three days but systems of passenger flows regulation should be undoubtedly created. Unfortunately, it has not been done. And if today we have managed to avoid numerous victims, there is no guarantee that tomorrow we will not hear about a disastrous emergency situation, which result in numerous casualties in our city.
- What can you say about those who work at the construction sites in Baku?- I think even the work of the National Security Ministry is not so confidential like the one held in the framework of the repair works in various corners of Baku. Everything is fenced, there is no information about the authors of the project, or a constructors or security managers.
In the result, we will have nobody to bring to responsibility in case of possible tragedy at any construction site, while the possibility is high, for people who do not have any idea of construction are working there. These are residents of Azerbaijani regions, who were hired for low salaries and who came to Baku to earn a leaving and who are ready to engage in everything, including construction, though they have no idea of it. It would be enough to raise the statistics of constructors, who worked during construction in Baku to get assured that the majority of them are residents of the regions. It is a result of the fact that workers are now hired by relative-regional principle, while previously, only people, who studied at the professional technical colleges and institutes were eligible to work in this sphere.
In the result, our construction sites are now turned into a rest room and a diner for provincials, who are happy with any gains, but who are not aware of the consequences of their unsuitability for occupation, while the life of Baku residents has turned into a stress, connected with their being aware of possible tragedies in the result of this ignorance multiplied to the mercenary spirits of those, who tend to gain more by attracting professionals, rather than cheap labor force.
