Road Repairs and Construction Department of the Binagadi District of Baku exploded at early morning on Feb. 22.

Criminal case has been launched on the blast in Binagadi district Road Construction and Repair Department, Baku, assistant prosecutor of Binagadi Basti Sultanrashidgizi said.
She said criminal case had been launched on article 314.2 (negligence committed on imprudence and entailed death of the victim or other heavy consequences) of the Criminal Code.
The guard of the building Khoshbakht Babayev was trapped under the rubbles.
The rescuers of the Ministry of Emergency Situations pulled Babayev’s dead body a few hours later.
Gas leak reportedly caused the blast.
13:35A dead body has been pulled out from under the rubble of the collapsed building, Central City Station of Ambulance and Emergency Medical Services chief medical officer Mursal Hamidov said.
The victim's identity is unknown.

12:34There were two men at the two-storey building of the Binagadi District Road Repair and Construction Department when it blasted, eyewitnesses said. One of them is an employee of the security service.
The law enforcement officers work at the scene confirmed that a guard named Khoshbakht is at the building.
According to eyewitnesses, a cafe also operates in the building.
Currently, rescuers are looking for the security guard.

The blast has destroyed part of the building, the Binagadi District Prosecutor's Office said.
The Prosecutor's Office also does not yet have information on victims.
The Azerbaijani Emergency Situation's employees are working in the scene without ambulances involvement.
The blast occurred near the building of the Binagadi District Military Commissariat.

10:07Central City Station of Ambulance and Emergency Medical Services received a report about an explosion at 05:30 am, station’s chief medical officer Mursal Hamidov said.
A two-storey building has collapsed as a result of the explosion.
Hamidov noted that currently they have no information about deaths and injuries.
Referring to eyewitnesses, Hamidov said a security guard was at the building when it exploded.
The rescue team is searching for the victims.
