Azerbaijan completes preparation on technical terms for car import

By the end of next week, the State Committee for Standardization, Metrology and Patents has approved the technical specifications of emissions of harmful substances into the atmosphere by vehicles, the State Committee technical regulation and standardization department head Sabig Abdullayev said at the conference "Transition to Fuel European standards: stages and hope" organized by the Azerbaijani National Public Committee on European Integration together with the organization Ekolex.

The new emission standards are introduced in Azerbaijan July 1, 2010. He said that these standards have already been agreed with the relevant authorities and are prepared for approval. They provide basically two directions. The first concerns new cars imported into Azerbaijan. If the model of car is imported for the first time, it is necessary to pass the procedure to determine the type of procedure to meet the emission standards. During the subsequent importation of vehicles of the same brand, research will not be required.

The second trend is to examine exploited vehicles for their compliance with emissions standards Euro-2. Cars produced after 1996 (when the standard Euro-2 is applied), imported into Azerbaijan by legal and physical entities will be checked for compliance specified in the data sheet on emissions.

When importing cars not exploited earlier (new models), they will be checked once. The data will be included in a special database. After that, all cars of this model not used previously, will be imported without being checked for compliance with Euro-2.

The import of cars produced before 1996 is possible after the implementation of technical work in the engine, Abdullayev said. These conditions do not apply to vintage cars. He said that the preparation of national fuel quality standards corresponding with European ones is underway.

The State Traffic Police department head Vahid Aliyev said that now 650,000 of 950,000 cars registered in the state traffic police do not meet the standards. About 65 percent of vehicles, registered in the country, are concentrated in Baku.

Aliyev said that vehicles, produced after 1996 and imported to Azerbaijan in a certain extent correspond to the standard of Euro-2 cars. Most cars, imported from CIS countries, do not meet these standards.
