OSCE office in Baku announced the report on registration problem of NGOs in Azerbaijan.
According to the information given to APA from the organization registration matter in NGO sector of Azerbaijan was stressed to remain as a problem again. OSCE stated that, the document made out by two Azerbaijani lawyers analyzed the changes in NGO registration process after the Bill on "State Register and Registration of Juridical Persons" came into force in 2003.
The results of Monitoring program were analyzed and it was stressed that the shortcomings in registration status present serious obstacles to functioning of NGOs, and prevention of granting NGOs non registered to donors: "This account ensures means for the relevant state structures for improving the condition and aims ensuring the security and defense of freedom of uniting in Azerbaijan".
Head of OSCE office in Baku Maurizio Pavesi stated that he hopes the report will eliminate the main obstacles to the development of NGO sector in the country.
OSCE report defined the difficulties, bureaucracy and shortcomings the applicants face during NGO registration process. The report reflected the concerns on matters such as refusal of registration with non corresponding reasons, wrong interpretation of juridical maintenances in some cases, prolonging of process with no corresponding reasons, causing of obstacles as the result of the concentration of registration process. OSCE stated that the Bill "State Register and Registration of Juridical Persons" needs to be improved. Concrete advice is offered in the report concerning the limitation of documents required for presentation including simplification of registration procedure.
Besides, Justice Ministry is advised to make out collections describing simple requires NGO registration.
