Osman Gunduz: "Hackers' attacks on any internet resources should be considered as a crime"

- How great is a problem of hackers in Azerbaijan and how successful is the fight with it?

- First of all, the number of various internet resources, including owned by state ministries and departments, as well as local news resources, who lead information war with Armenia, is regularly growing in Azerbaijan.

I consider that Day.Az is a model of successful information war with all enemies of Azerbaijan. Unfortunately, their number is growing, as significant economic progress of Azerbaijan, as well as significant growth of the geopolitical influence of our country in the region and the world make all our enemies intensify their efforts taking all steps to neutralize our advantages and over-stress our shortcomings.

The enemies of our country, being aware of the significant growth in the sphere of information technologies, are intensifying their destructive activity. Therefore, it is not surprising that we hear rumors about the rise in the number of hacker attacks on local internal resources.

In this connection, creation of the due structure, capable of hampering this activity of Azerbaijan's enemies, as well as our country's participation in a number of international legal acts to combat hackers, is a right step, as our country would not cope with such a global problem alone.

- How well is a protection of the websites of local ministries and departments, as well as other strategically important structures, secured from hackers?

- As is known, a special structure, responsible for protection of state internet resources and functioning under the Security Department under the Azerbaijani President, has been created for the settlement of this problem. On the whole, the safety of the state internet sources is a competence of the Ministry of National Security.

Such attention to possible attacks of hackers on state internet sources is rejoicing, but if today we address to the experience of the developed countries in this direction, we will see that such structures are functioning abroad under the police departments and this is more correct, as attacks of internet sources, particularly, state internet sources, are a crime and should be considered as a crime, while crimes are dealt with by the police.

- In this case, do you think creation of a centralized internet agency to fight technical problems in the internet and hackers' interference with various information resources of Azerbaijan on the state level will be rights?

- I think creation of a separate internet agency, even a centralized one, is inexpedient. It would be more expedient to create the said agency either under the Ministry of National Security or Security Department under the president. as the said structures are already successfully tackling the problems, the internet agency, planned to be created by the Ministry of Communication and Information Technologies, will have to deal with.
