William Mitchell College of Law Professor Anthony S. Winer has been awarded a Fulbright Scholar grant to lecture at the Academy of Public Administration in Baku, Azerbaijan, during the 2008-09 academic year, Day.Az reports with reference to the website of the college.
Winer will teach graduate and undergraduate courses in U.S. constitutional and administrative law, as well as courses in public international law and international business transactions.

Winer is one of approximately 800 U.S. faculty and professionals who were selected this year as Fulbright scholars based on academic or professional achievements, as well as demonstrated leadership potential in their fields.

He is the third William Mitchell professor to receive a Fulbright award. William Mitchell Professor Kenneth Port was a Fulbright visiting scholar at Tokyo University in 1995 and 2000-01, and Professor Denise Roy was a Fulbright Scholar in Indonesia in 2000-01.

Winer, a former banking industry lawyer, is a much sought-after international legal expert who has made several teaching trips to Azerbaijan. In May 2004, at the request of the American Bar Association-Central European and Eurasian Law Initiative, he introduced university law faculties in Azerbaijan to William Mitchell’s form of practical legal education and co-authored a guide on classroom teaching techniques. In December 2004 he returned to Azerbaijan to lecture students on current U.S. political events, including the 2004 presidential elections.
