Report of Goran Lenmarker about Nagorno Karabakh is revealed

It is noted in this document discussed in the Washington summit of the OSCE Parliamentary Assembly that, approach to the conflict in Azerbaijan and Armenia is different to the last extent. Goran Lenmarker recommended profiting by the integration experience of Europe in regulating the Nagorno Karabakh conflict.

“Adoption of four conditions is important for this. First, the sides must feel that no danger exists for their national securities. Existence of a neighbor who considers himself secure also means that you are secure, too. Second, the high standards of the democracy, human rights and rights of minorities must be protected. Non-democratic governments are non-stable for their essences. Third, economic integration substantiates mutual development, and this is the fundamental basis of development, because this process encircles all people. There is no ground for Azerbaijani and Armenian citizens not having life conditions according conforming to the European standards. Fourth, the integration process must be accompanied with people’s especially youth’s freely moving, changing their locations”.

As to the opinion of Goran Lenmarker, Azerbaijan, Georgia and Armenia can form joint security, democratic and development system. “It is important to create the control system on the disarmed territories in the transitional period. For this purpose, international preventive forces can be formed for providing security and holding a monitoring in Nagorno Karabakh and the surrounding regions”.

The importance of restoring the communicative roads and railway lines uniting Azerbaijan and Armenia to regulate the conflict was noted in the report of Goran Lenmarker. The rapporteur considered important to open the communication lines between Armenia and Nagorno Karabakh, Azerbaijan and Nakhchivan. Lenmarker expressed queer attitude to the question of status of Nagorno Karabakh. “Opening of the borders and forming of the economy directed to integration will change the essence of the control on the territory question completely, and the conflicts in this connection will reduce”.

Lenmarker informed that Azerbaijan is ready to give the right of highest autonomy existing in the world to Nagorno Karabakh.

“Nagorno Karabakh will be given possibilities to preserve its original specifications, at the same time it is important to convince the population of Nagorno Karabakh that its rights will be protected by the independent and reliable juridical system of Azerbaijan. Serious financial support is needed for giving highest autonomy; otherwise, this will become serious trouble in the state budget of Azerbaijan”.
